Shannon, Jay, Josie and I were completely and pleasantly surprised when the
House came in this morning with a package for SRS that includes restoring most
programs back to 2002 levels.  It's worth about $23 million and would restore
cuts to PD Waiver, reimbursement rates for waiver, DD and MH Grants,
transportation services and many other things.

But before you go spending that money, realize this was an offer and will
change.  There are many more offers to be made by both Houses yet, but a
small victory and a GREAT BIG THANKS to the House, especially Melvin Neufeld,
Rocky Nichols, Kenny Wilk, Barbara Ballard (this was her amendment originally
with help from Neufeld and Nichols, we believe).

They go back in at 2:30 and the Senate will make a counter offer, and then
they'll break again...

We'll let you know how it looks at the end of today. I was going to wait to
send this out, but was so excited to have good news!  But really, this is not
the end by any means.
