Governor Sebelius just held a news conference. She has been working with Republican leaders to create a budget proposal all can agree with for 2004.  She has made the following recommendations:

9 items she is going to address or restore

Fully fund Senior Care Act - 1.7 million.
Restore PD level of care from 16 to 25. -1.4 million
Restore State Aid to CDDO's - .8 million
Restore Family Support for DD Waiver. -  1.5 million
Restore Medi - Kan rates for CMHC's - 1.4 million
Restore self directed rate cut in FE waiver - .6 million
Additional funding to help eliminate wait list on FE - 2.8 million
Restore funding for the DD waiver waiting list - 4.0 million
Restore funding for PD waiver waiting list - 2.8 million
Restore k-12 education funding to 27 per pupil or 3,890 per kid -  17.3 million
Adequate ending balance 4.1% 185 million

She would be using Tobacco revenue, gaming, amnesty k-dot loan.

Republicans are considering her proposal.
