Here are the items restored under the Governor's proposed budget. Thanks to Josie for getting the details to us.

For those of you who are new to the process, the House and Senate will separately work on a budget, using the Gov. budget as a starting point. When each House finally agrees to the budget they pass, they have to meet to agree one budget which then has to be signed by the Governor.  So we have a long way to go, but we are so appreciative and encouraged by the starting place.  Congratulations to Governor Sebelius and her staff!

The restorations to the SRS budget are:

Delay Start Date for 24 Month Time Limit GA/MediKan
Restore all of the Emergency Shelter Case Management Funding
Return Child Care Eligibility to 185% FPL
Do not raise Level of Care score from 26 to 30
Child Welfare Community Service Funding
Restore HCBS Protected Income to $716 each month
Restore Early Head Start Grants
Restore Incontinence Supplies
Partially Restore CHMC Aid
Partially Restore CDDO Aid
Provide Medicaid Coverage for Foster Children Aging Out of Care
Restore Social Security Advocacy Contracts for Children
Restore Disability Advocacy Contract
Restore Health Wave Benefits and Eligibility
* Anticipated Health Wave Caseload
* Restore Eligibility to 200.0% FPL
* Restore Benefit Package to FY 2003 Levels
Fund Health Wave Caseload Estimate
Parental Fee Shortfall
Restore HCBS Rates to Levels Prior to November Allotment
Restore Medicaid Coverage for Adult Vision and Audiology from
  November Allotment
Sex Predator Transition Program

This budget will not totally restore all programs, nor will it eliminate waiting lists.  But what a pleasant surprise!
